The "R" is the title most likely stands for "Romance."

The voice actress for Sailor Moon,  Mitsuishi Kotono, had been hopspitalized since episode 45. The VA playing Sailor Moon for these episodes is Araki Kae, who would later voice Chibiusa.

The first 13 episodes of Sailor Moon R are not based on the manga by Takeuchi Naoko, but rather, are original stories. Although it was planned for success, the first season of Sailor Moon did much better than expected and Toei wanted new episodes. However, since Ms. Takeuchi still needed time to create more manga, this story arc was created to buy her some time. It is fairly unusual for this to happen in anime, but the same thing happened with the Garlic Jr Story Arc in Toriyama's classic series DragonBall Z.

Sailor Mars' Buddhist Chant:

It is "Rin, pyo, to, sha, kai, jin, retsu, zai, zen" This is kinda complicated to explain, but (without going into major history) I'll try to explain this. This is a Buddhist [NOT SHINTOIST] chant that orignated around 806 AD. These words represent 9 kanji that the user would write on his palm. The 9 characters form a grid, and in the middle of that grid the user could write the 10th-character, which was spell-specific to the task he wanted. The chant is supposed to fuse mind and soul to cast the spell, so anything can be casted by using the 9-character chant and then following it up with the appropriate 10th-character. 

"Makaiju" -The kanji for the name of this tree means "Demon World Tree."
